This is a paragraph from the paper cited above. It makes me sad as a student who aims at academics. However, it puts more on my ambition, that is, to achieve what Stigler (1965) thought as a criterion to judge economic theories: congruence with reality.
It looks as if what is conveyed in the cited paragraph is to tell us that economic theories are not the same as the reality. Therefore, it is a pity that professional economic theorists cannot provide any professional advice on a certain real world matter? In fact,such situation is always mistifying me; I want to devote myself to academics, but I don't know how to connect those theories learned to real world matters.
